HostOvertourism has become one of the defining issues for historic cities, from Venice to Barcelona. With me are Elena Ricci, a city councillor, and James Ward, who represents a travel industry association. Elena, is the situation really as serious as people say?
ElenaIn some neighbourhoods, absolutely. The problem isn't tourism as such; it's the concentration. Eighty percent of visitors go to the same five or six streets, often on day trips, so they spend very little but put enormous pressure on public services. And when apartments are turned into short-term rentals, residents are priced out. Some historic centres have lost a third of their population in twenty years.
HostJames, the industry is often blamed for this.
JamesI understand the frustration, but I'd challenge the idea that tourism is the enemy. In many of these cities, it's the single largest employer. If you cut visitor numbers dramatically, you're not just affecting hotel chains; you're affecting waiters, guides, shop owners, the very residents Elena wants to protect.
ElenaNobody's suggesting we cut tourism dramatically. We're suggesting we manage it. Entry fees for day-trippers, for example, or limits on short-term rentals in the most affected areas.
JamesEntry fees worry me, frankly. There's a risk they turn living cities into theme parks that only the wealthy can afford to visit. And the evidence on whether they actually reduce numbers is mixed at best.
HostIs there anything you agree on?
JamesProbably that spreading visitors out is the key. Promoting lesser-known areas, encouraging travel outside peak season.
ElenaI'd agree with that, although I'd add that it only works alongside regulation. Without rules, the market will always push people towards the same famous sights.
